Washington, D.C. – Today, U.S. Senators Catherine Cortez Masto (D-Nev.) and Ted Budd (R-N.C.) introduced the China Military Power Transparency Act, which would expand the Department of Defense’s (DoD) Annual Report on Military and Security Developments Involving the People’s Republic of China to address new and emerging areas of concern. This legislation would also extend the production of this report – currently set to be done in 2027 – to 2030.
“In this critical moment, the United States must stay informed on Communist China’s potential future capabilities – military and otherwise,” said Senator Cortez Masto. “By expanding this report to include the CCP’s potential expansion into new and emerging technologies like cyber and biotech, we are making sure that we are ready for whatever comes next.”

As China continues to expand its influence abroad, the national security of the homeland must remain a top priority to counter its strategic influence. I am glad to join Senator Cortez Masto to introduce legislation that will ensure the U.S. monitors potential threats by closely tracking and assessing China’s military posture,” said Senator Budd.
The China Military Power Transparency Act expands the existing DoD report on Communist China’s military and security developments to include:
- An analysis of China’s nuclear and drone development cooperation with other foreign adversaries.
- Information on Chinese foreign farmland acquisitions.
- An analysis on the likely role of Chinese cyber capabilities in a potential conflict with the U.S.
- An analysis of China’s development of advanced and emerging technologies, including biotechnologies.
- A detailed assessment of the People’s Liberation Army’s strategic intent regarding Taiwan, including potential scenarios such as a cyber-enabled economic warfare campaign, a cross-strait invasion, or a blockade.

Senator Cortez Masto has led efforts in Congress to stand up to the Chinese Communist Party’s influence and protect American national and economic security. Earlier this year, Cortez Masto introduced the FIGHT China Act to safeguard America’s national security against the growing threat posed by Communist China by prohibiting and requiring notification of U.S. investment in certain technologies in China. The Senator also introduced the PASS Act to ban individuals and entities controlled by China, Russia, Iran, and North Korea from purchasing agricultural land and businesses located near U.S. military installations or sensitive sites and the Strengthening Exports Against China Act, which would incentivize economic growth by eliminating barriers for American businesses competing directly with China in emerging industries like artificial intelligence and semiconductors.
