Harris (D-CA) y Jeff Merkley (D-OR) para presentar el proyecto de ley REUNITE. Este proyecto de ley establece un sistema permanente de coordinaci&oacute;n entre agencias y organizaciones no gubernamentales para agilizar la reunificaci&oacute;n de las familias inmigrantes separadas y promover alternativas humanitarias para estas familias que buscan asilo.<\/p>\n<p>Basado en numerosos informes recientes de los Inspectores Generales del DHS y HHS, documentos internos y expedientes judiciales, ha quedado claro que la crisis de la separaci&oacute;n familiar de este gobierno fue mucho m&aacute;s deliberada y extensa de lo que se hab&iacute;a reportado anteriormente y que los sistemas gubernamentales para reunir a las familias separadas siguen siendo totalmente inadecuados. La administraci&oacute;n no ha cumplido plenamente con las &oacute;rdenes del tribunal federal para reunir a las familias separadas por la pol&iacute;tica de &ldquo;cero tolerancia&rdquo;.<\/p>\n<p>Inquietantemente, el Inspector General de HHS revel&oacute; a principios de este a&ntilde;o que la administraci&oacute;n hab&iacute;a separado a miles de ni&ntilde;os y padres o tutores m&aacute;s sin establecer un sistema para monitorear y reunir a estas familias. El Inspector General recomend&oacute; &ldquo;esfuerzos continuos para mejorar la comunicaci&oacute;n, transparencia y rendici&oacute;n de cuentas para la identificaci&oacute;n, el cuidado y la colocaci&oacute;n de ni&ntilde;os separados&rdquo;.&nbsp;<\/p>\n<p>&ldquo;Ni&ntilde;os siguen siendo separados de sus padres en nuestra frontera sur, ocho meses despu&eacute;s de que el presidente Trump anunciara el fin de su inhumana pol&iacute;tica de separaci&oacute;n familiar,&rdquo; <b>Cortez Masto dijo<\/b>. &ldquo;La falta de transparencia y las mentiras descaradas de esta administraci&oacute;n siguen demostrando que no se puede confiar en este presidente ni en su secretaria de Seguridad Nacional para reunir a estas familias. Es por eso que me he unido con los senadores Harris y Merkley para hacer responsable a este presidente al presentar legislaci&oacute;n que requiere la reunificaci&oacute;n inmediata de los ni&ntilde;os con sus padres&rdquo;.<b>&nbsp;<\/b><\/p>\n<p><b><span style=\"text-decoration: underline;\">CONTEXTO:<\/span><\/b>&nbsp;<\/p>\n<p>El proyecto de ley REUNITE:<\/p>\n<ul type=\"disc\">\n<li>Requiere que los secretarios de DHS y HHS publiquen directrices sobre c&oacute;mo reunificar a las familias. Estas directrices deben incluir c&oacute;mo garantizar un contacto continuo y sin costo entre padres y ni&ntilde;os, acceso a los ni&ntilde;os por abogados y otros defensores e inspecciones no anunciadas por organizaciones de bienestar infantil.<\/li>\n<li>Requiere la reunificaci&oacute;n inmediata de los ni&ntilde;os que permanecen separados de un padre o su tutor legal.<\/li>\n<li>Crea una presunci&oacute;n de liberaci&oacute;n bajo obligaci&oacute;n de comparecer, libertad condicional o fianza para los padres de ni&ntilde;os separados.<\/li>\n<li>Restaura el Programa de Administraci&oacute;n de Casos Familiares.<\/li>\n<li>Crea la presunci&oacute;n de que los padres no ser&aacute;n deportados hasta que finalice el proceso migratorio de su hijo o este cumpla 18 a&ntilde;os.<\/li>\n<li>Proh&iacute;be al DHS el uso de informaci&oacute;n, incluso la informaci&oacute;n de ADN, obtenida conforme a este proyecto de ley para fines de aplicaci&oacute;n de las leyes migratorias.<\/li>\n<li>Crea protecciones de privacidad en torno al uso de las pruebas de ADN para establecer relaciones familiares.<\/li>\n<li>Requiere que el Fiscal General y los secretarios del DHS y HHS establezcan la Oficina para Localizar y Reunir a Ni&ntilde;os con sus Padres, una oficina interinstitucional, para agilizar y facilitar la reunificaci&oacute;n de ni&ntilde;os y padres separados despu&eacute;s de ingresar a los EE.UU.<\/li>\n<li>Desv&iacute;a $50 millones en asignaciones de las operaciones de detenci&oacute;n y deportaci&oacute;n (ERO, por sus siglas en ingl&eacute;s) de ICE para la ejecuci&oacute;n de este proyecto de ley.<\/li>\n<\/ul>\n<p align=\"center\">###<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Washington, D.C. &ndash; La senadora Catherine Cortez Masto (D-NV) se uni&oacute; a los senadores Kamala D.
